Belgian grain obtained interventions of ferrous Colonies have been authorised in this country without payment for it to be paid into a blocked account & be in the territory under their government, to allow the transfer of and by the bank from such blocked account to a blocked account in the name of the exporter in a bank in the United Kingdom on the production of an undertaking by the latter bank that, so long as the occupation of Belgium continues, no money will be allowed to be withdrawn from that blocked account except under license by His Majesty's Government, and no charge on that account will be recognized without such license.
